ING’s presence in the Middle East dates back to 1978 with business operations through various entities, including BBL and Barings Asset Management. In 2025, we established our first office in the Kingdom of Saudi Arabia as part of our plans to expand and grow in the region. In February 2026, ING obtained its licences from the Capital Market Authority (CMA). ING holds two licenses in the Kingdom of Saudi Arabia - Regional Headquarters (RHQ) and Capital Markets.

Our presence in the Kingdom of Saudi Arabia
ING Securities Capital, a subsidiary of ING Bank N.V., is licensed and regulated by the Capital Market Authority, offering Arranging services.
Our Saudi Arabia office develops and maintains relationships with institutional clients which include corporates (mainly sovereign-related), wealth funds, and financial institutions. We use our sector knowledge, global network, and deep sustainability expertise to bring the best of ING to our clients.
Our Saudi Arabia team has a comprehensive understanding of the core sectors where ING has recognisable global expertise. The team mobilises sector and product experts across ING’s international network of more than 35 countries in the Americas, Europe and Asia.
Our Saudi Arabia coverage teams are supported by global product teams so that our clients have access to both our commercial and investment banking products.
ING Middle East and Africa Regional Headquarters LLC is a Regional Headquarters (RHQ) licensed entity, authorised by the Ministry of Investment of Saudi Arabia (IR Number: 24925235077, entity ID: 1389120) and registered with the Ministry of Commerce under registration number 7052461956. The company is established under the laws of the Kingdom of Saudi Arabia for the purpose of supporting, managing, and providing strategic direction to ING’s business across the Middle East and Africa. The entity is located in the King Abdullah Financial District, Riyadh.
ING Securities Capital is a limited liability company established under the laws of the Kingdom of Saudi Arabia and licensed by the Capital Market Authority under the ‘Arranging’ sub-license (CMA License number 26343-10). ING Securities Capital has not yet commenced its regulated activities and is awaiting the Capital Market Authority’s approval to commence business.
